Three Firms Vie for Salisbury Sewage Enforcement Post

The Salisbury Township Board of Commissioners will appoint the new sewage enforcement officer.

Three companies, including a one-man operation and two large engineering firms, are being considered for in Salisbury Township.

The applicants spoke about their credentials to the board of commissioners at the board's Jan. 12 workshop meeting. Although most residents and businesses are connected to municipal sewer systems, sewage enforcement is required for old private, on-lot systems as well as new on-lot systems in new developments and construction.

  • Scott Bieber, sole proprietor of Lehigh Soils and Wetlands, Emmaus, said he worked with Salisbury's former sewage enforcement officer, the late John Burkhardt, and knows the soils of the township. “I know where the problems are,” he said. Bieber is also the sewage enforcement officer for North Whitehall and South Whitehall townships in Lehigh County, and Mahoning Township in Carbon County.
  • Hanover Engineering, with seven locations across eastern Pennsylvania, has been the township’s alternate engineering firm for the past year. Several Hanover employees have previously served as the township's alternate sewage enforcement officers. Jill Smith, vice president of Hanover, said an employee from her Bethlehem office would always be available to Salisbury.
  • Keystone Consulting Engineers, with three Lehigh Valley locations, also has worked with Salisbury Township. Keystone has been Salisbury’s official engineer for several years, and David Tettemer, senior civil engineer with Keystone, has represented his company at township meetings. If Salisbury selects Keystone, Christopher Noll, sewage enforcement officer project manager for Keystone, would be the township’s primary contact.
