Salisbury Township's $11.9 million budget for 2013 includes an average $30 increase for property owners.

The Salisbury Township Board of Commissioners passed an $11.9 million budget for 2013 last week that will result in a 10 percent tax increase. The increase was largely due to the addition of a new police officer and two public works employees to understaffed departments amidst declining revenue and increased expenses. The total real estate tax will increase to 1.42103 mills, which would mean a property owner would pay an estimated $330.70 a year on a property assessed at an average $232,400. The average increase comes to $30. Revenues are projected to be $5.9 million and expenses are projected to be $6.1 million. The tax increase and fund balance will make up the $212,000 deficit.

The Salisbury Board of Commissioners are trying to find a way to add a new police officer and two public works employees to the proposed 2013 budget without a large tax increase. With the general fund's operating expenses projected at $6,098,608 and revenue at $5,816,300, the township faces a projected $282,000 deficit next year. Township Manager Randy Soriano told the board at their meeting last week that although he was not proposing a tax increase, if the township increases personnel "it has to be sustainable. You have to raise some revenue." The question remained, he said, "how do you want to make up the $282,000 [deficit]?" The Salisbury Township Board of Commissioners began working on the 2013 budget Thursday and is hoping to stave off a tax increase. Township Manager Randy Soriano presented early figures at the board's Thursday night workshop meeting, but did not release budget documents to the press. Officials are uncertain whether there will be a tax increase as they examine revenue and expenses, which include requests by the public works and police departments to hire additional personnel. The public works department has lost six workers since 2005, including four retirements since May. On November 16 and December 4, it was reported that the proposed budget had no tax increase. That way the public is not upset. Then over the Christmas holiday, they vote in a 10% tax increase at the las minute! It looks like they intended to raise taxes all along and lied because they were too cowardly to face the public.
